We KGAGMOF want to focus on the referred subject by detailing some points to strengthen our arguments.
1.Due importance has to be given regarding the curative and therapeutic aspects of Ayurveda by Govt.advts. Presently the wellness concept alone is promoted.This should change.
2.Ayurveda treatment should be included in RSBY scheme and in all future schemes regarding health aspect of general public in Kerala.
3.Insurance cover for Ayurveda treatment should be resorted to.
4.Appropriate authorities of Dept of ISM should be included in all Health related functions and programmes done by State Govt.
5.Co-location of AYUSH facility at Dist.Allopathic Hospitals and selected CHCs should be started for giving the necessary impetus in bringing Ayurveda to mainstream Health service Delivery.
6.All ISM institutions should be added to the list of places ,where health care workers can do immunization programmes.
7.Healthy cross –referral system should be practiced.
8.AYUSH doctors should be trained in similar lines of their Allopathic counterparts in various aspects of Public Health Service Delivery and various National Disease Control Programmes.
9.A more involving role should be given to ISM in Pain and Palliative Care and Non Communicable Disease management programmes of Govt.
10.Necessary steps have to be taken in popularizing highly effective Ayurvedic management in the field of
A.Pre and Post Natal Health of Women using Garbhini and Soothika Charyas
B.Developmental Disorders of Children using Ay.Paediatrics (KaumaraBhruthya)
C.Ay.Ophthalmogology and Ay.E.N.T (Shalakya Tantra)
D.Chronic Debilitating Illnesses ,Musculo-skeletal Disorders and Metabolic Syndromes using Kaya Chikitsa
E.Re-Habilitation of Stroke (post CVA) and Stress Mangement.
F. Ay.Orhtopaedics using Shalya tantra
G.Ay.Management of Mental Diseases and Stress disorders.
11.Adopt the measures listed byDept.of AYUSH Govt.of India to mainstream Ayurveda in Health service delivery of state.
12.Inclusion of Indian Systems of Medicine in school health programmes. Modification of School syllabus through SCERT by amending Ayurvedic perception of life style and approach.

In the 9th PRC Orders, professionals are primarily avoided from the 2nd grade
table as they are considered for a GRADELESS service- time bound
promotion scheme- so called CAREER ADVANCEMENT SCHEME,
which is unfortunately implemented now. But it is an unscientific grade
table remains as a challenge to professional cadres especially for ISM MOs.
We referred in our memorandum, submitted to Govt after the 9th
PRC reports and orders that the 15 year grade make a huge difference (10000
to 12000) between ISM doctors and the other professionals like Asst Public
Prosecutor and Asst Engineer etc. The duration of BTech is only 4 years
and the other professional courses like BAMS, BVSc, BSc Agri are having a
course duration of 5 years. It is not fair or virtual for Govt making a huge
disparity between Professsional cadres. By rectifying as per the the table
shown below only solve our basic issues finally.
We demand to fix the scale of ISM SMOs after 8 years to 24040-
38840 and 36140-49740 scale to the Mos having 15 years of service which
rectify the present problems temporarily. We need no change in the present
ratio promotions or in the name of posts.

Federation leaders have done official discussions with Dr V P Joy, Principal Secretary of Finance and Sri Rajeev Sadanandan, Principal Secretary of Health & FW in their chambers on today evening the 7th of August tuesday. Detailed memorandum is submitted to the Secretary of Finance.

1. He appreciated KGAGMOF for their scientific committee activities to render a total backing for department tasks.
2. “The out reach of ISM Dpt in preventive aspects should be proved through your well defined duties which is to be implemented”- He added.
3. He promised his full support in the objectives of KGAGMOF as a responsible service organization.
Finance Secretary -07.08.2012; 5.30pm
1. He assured to rectify the reported anomalies in the Career Advancement Scheme.
2. The difference in basic pay on 8th year Higher Grade between SMOs & MOs is to be rectified first. SMO basic will be raised.
3. The disparity with other professional categories on 15th year Senior Grade may be solved by enhancing the present basic pay of CMOs.
4. Federation leaders expressed their gratitude to Dr V P Joy for the speedy sanctioning PG allowances and approving the MO, SMO, CMO ratio promotion file.

Income tax filing exemption applicable to taxable income of less than Rs. 5 lacs You have to consider the taxable income, and not your gross salary. So, if you make Rs 5.5 lacs, but invest Rs. 1 lac in Section 80C instruments then your taxable salary is just Rs. 4.5 lacs, and that makes you exempt from filing income tax returns under the new rule. You should have income from only your employer and a savings bank account You can earn interest by way of a savings account and as long as that is less than Rs. 10,000 (and you’re below the Rs. 5 lakh limit) you are exempt from filing income tax. This income tax filing exemption rule is already applicable The rule is applicable for the salary you earned in the financial year April 2010 – March 2011, so this rule is already applicable. Should people with less than Rs. 5 lakhs buy growth instead of dividend mutual funds? You know that ELSS mutual funds will lose their tax benefits when DTC (Direct Tax Code) kicks in, so a lot of people are interested in taking advantage of ELSS funds this year. However, with this rule kicking in should you invest in growth instead of dividend mutual funds? It seems to me that you will only need to file income tax returns if you had dividend income or capital gains income, but if you just bought a growth mutual fund which you don’t sell then you will neither have a dividend income nor any capital gains, and thus the tax filing exemption will still be applicable to you. I’m not entirely certain I understand this correctly, but it is something worth exploring if you were in this situation. What about exempt long term capital gains? You know that long term capital gains in equity mutual funds and shares are exempt from tax. However, if you had such income then it will come under Income from Capital Gains in your total income, and that will take away the tax filing exemption from you. |

The Ratio Promotion file D1-10881/11,DISM, Tvpm Dt 02.11.2011 is now forwarded from ISM to Dpt of Finance through Health Dpt after updation. The file is now forwaded to the Health &Labour Dpt. The implementation of Promotion will be imperative to the New Career Advancement Scheme. As per this revised ratio the number of CMO & SMO posts will be increasing. A GOLDEN GIFT to MOs community from ISM Director and is very appreciable.
Ratio between CMO ,SMO, MO will be 1:3:9 means out of 13 posts it will be 1+3+9. The existing ratio of MO:SMO:CMO will be refixed from 727:219:34 to 679:226:75 (For 980 posts). All ISM SERVICE ORGANIZATIONS UNANIMOUSLY AGREED THE SUGGESTIONS put forward by ISM Director in an official meeting held in our Directorate.
The present movement of this file is with a proposal of creation of 50 MO posts from the planning section of ISM Dpt, only after the implementation of ratio promotion.

It is seen that in the name of AMAI certain projects are submitted to DISM and asked for pilot study. This attempt should be criticised.
1. The so called model projects are copies or imitation of certain ISM projects( eg:amritham= amritham gamaya:, Tharuni= rthu)
2.Some others are returned by planning board authorities earlier and it is again unscientifically made after a colour change.
3.AMAI service sub committee had not done a viable discussion and no sign of home work is noted.
4.Expecting new ideas and clear vision to avoid duplication.
5.Documentation of similar running projects as a part of immunity clinics should be performed statewide under AMAI. |

MEANS
STRIKE AGAINST PARITY
SCALE IS NOT A FACTOR TO AVAIL HIGHER GRADE BENEFITS !
We need higher grade benefits surely but not an imaginary higher scale. In PAY REVISION ORDERS commonly, two types of grade tables are available. One for DHS doctors only and the rest for all other Dpts. But in the 9th PRC Orders, professionals are primarily avoided from the 2nd grade table as they are considered for a GRADELESS service- time bound promotion scheme- so called CAREER ADVANCEMENT SCHEME, which is unfortunately not implemented but withheld still now. That is why an unscientific grade table remains as a challenge to professional cadres especially for ISM MOs.
CONFEDERATION IS AGAINST THE NEW GRADE TABLE !
We are referred in our memorandum, submitted after the 9th PRC reports and orders that the 15 year grade make a huge difference (10000 to 12000) between ISM doctors and the other professionals like Asst Public Prosecutor, Polytechnic Lucturer, PWD Asst Engineer etc. Naturally in such an unscientific table 8th year TBHG scale is higher than our SMO scale. This anomaly must also be rectified and not to be misused as done by some MOs somewhere for a temperory benefit against their seniors.
GRADE IS OUR CHOICE !
We are opting for a HIGHER GRADE (ie increment benefits) in TBHG time. This option is strictly a personal deal, and a generosity of the Govt to solve a promotion less condition of a particular service personnel. We will be getting the benefits of a grade as per KSR Part I. But in PAY REVISION, change of scale in MANDATORY. This difference is very important to convince matters sharply and clearly.
CONFEDERATION IS DEMANDING PARITY
When parity is demanded, a time bound promotion is also suggested by us. THEN NO TBHG is applicable for anyone in future. Govt / AG may allow a higher scale to our junior MOs in the present situation. But it is not fair or virtual which is against our real view point. As per the CLAUSE given below the grade table SMOs can avail the same scale. This will not sufficient to rectify even 20% of the anomaly in present grade table. The so called office delay is not in ISM but in SECRETARIAT. This is what somebody is hiding from you. Try to identify the black sheep among us…..

The Ratio Promotion file D1-10881/11,DISM, Tvpm Dt 02.11.2011 is now forwarded from ISM to Dpt of Finance through Health Dpt after updation. As per this revised ratio the number of CMO & SMO posts will be increasing. A GOLDEN GIFT to MOs community from ISM Director and is very appreciable.
Ratio between CMO ,SMO, MO will be 1:3:9 means out of 13 posts it will be 1+3+9. The existing ratio of MO:SMO:CMO will be refixed from 727:219:34 to 679:226:75 (For 1080 posts). All ISM SERVICE ORGANIZATIONS UNANIMOUSLY AGREED THE SUGGESTIONS put forward by ISM Director in an official meeting held in our Directorate.
The present movement of this file is with a proposal of creation of 50 MO posts from the planning section of ISM Dpt, only after the implementation of ratio promotion.

As per G.O/(P) No. 85/2011/Fin Dated, Thiruvananthapuram, 26th February, 2011 a.Ratio between CMO and SMO will be 1:3 b. Existing ratio 1:3 between SMO and MO will continue. Scale of pay is assigned only to existing incumbents. The ratio between SMO (Ay) and SMO (Specialist) on personal scale for promotion to the post of CMO will be 15:1 as envisaged in the modified Special Rules. c. Existing ratio of 1:3 between SMO and MO will continue.
The present status of File no D1-10881/11,DISM, Tvpm Dt 02.11.2011 This file is made to sanction the change and upgradation of existing ratio of MO:SMO:CMO from 727:219:34 to 679:226:75.
The service organizations unanimously agreed the suggestions put forward by ISM Director. The present movement of this file is with a proposal of creation of 50 MO posts from the planning section of ISM Dpt, only after the implementation of ratio promotion. Finance Dpt , Govt of Kerala asked to submit a detailed statements with the following factors

Income tax filing exemption applicable to taxable income of less than Rs. 5 lacs You have to consider the taxable income, and not your gross salary. So, if you make Rs 5.5 lacs, but invest Rs. 1 lac in Section 80C instruments then your taxable salary is just Rs. 4.5 lacs, and that makes you exempt from filing income tax returns under the new rule. You should have income from only your employer and a savings bank account You can earn interest by way of a savings account and as long as that is less than Rs. 10,000 (and you’re below the Rs. 5 lakh limit) you are exempt from filing income tax. This income tax filing exemption rule is already applicable The rule is applicable for the salary you earned in the financial year April 2010 – March 2011, so this rule is already applicable.
Should people with less than Rs. 5 lakhs buy growth instead of dividend mutual funds?
You know that ELSS mutual funds will lose their tax benefits when DTC (Direct Tax Code) kicks in, so a lot of people are interested in taking advantage of ELSS funds this year. However, with this rule kicking in should you invest in growth instead of dividend mutual funds?
It seems to me that you will only need to file income tax returns if you had dividend income or capital gains income, but if you just bought a growth mutual fund which you don’t sell then you will neither have a dividend income nor any capital gains, and thus the tax filing exemption will still be applicable to you. I’m not entirely certain I understand this correctly, but it is something worth exploring if you were in this situation.
What about exempt long term capital gains? You know that long term capital gains in equity mutual funds and shares are exempt from tax. However, if you had such income then it will come under Income from Capital Gains in your total income, and that will take away the tax filing exemption from you. |

| MAJOR INSURANCE COMPANIES ACCEPT AYURVEDA TREATMENTS
Leading insurance companies in India have finally offered to cover treatments under systems such as Ayurveda, Unani, Homeopathy under their mediclaim policies.
Cholamandalam, New India Assurance, Star Health and Allied Insurance are the insurance companies that have started covering Ayurvedic treatments under individual policies. ICICI Lombard General Insurance covers it under government scheme and Future Generali Insurance offers it to corporate group insurance buyers from which employees of the covered company can benefit.
\"Ayurveda being the most prevalent of the alternate systems, we have designed a product to cover treatments under Ayurvedic hospitalization,\" says S S Gopalarathnam, managing director, Cholamandalam MS General Insurance.
He explained why they felt it necessary to cover alternative forms of medicine-\"During various focus group discussions with customers and agents, we found that for chronic ailments like spondilytis, arthritis and epilepsy, many people preferred alternate streams of treatment such as Ayurveda, Siddha and Homeopathy etc\"
\"Our policies as such do not cover any other line of treatment other than allopathy. However, in group policies, if requested for we do offer tailor-made packages to corporate clients to cover ayurvedic treatment subject to certain conditions,\" explains Shreeraj Deshpande, head, health insurance, Future Generali.
New India Assurance\'s extends cover to individuals undergoing treatment with the help of Ayurvedic, homeopathic and Unani systems of medicine. \"Such claims will be covered only to the extent of 25% of sum insured. Also, they need to have availed of the treatment at a government hospital to be eligible for the claim,\" informs Segar Sampathkumar, deputy general manager, New India Assurance.
Similarly, Star Health also covers non-allopathic treatment, except Naturopathy, costs under its Unique Health Insurance Policy, \"up to 25% of sum assured or a maximum of Rs 25,000 per occurrence, per year.\"
Naturopathy treatments are excluded in all policies, while few cover unani and homeopathic. This is because other forms of treatments have no standard treatment protocols and highly varied costs thus making it difficult to actuarially compute the cost to be covered.
Though the coverage has been expanded, there are curbs on the amount and situations under which it can be claimed.
\"Snehan and Swedan are payable only when these procedures are done as a part of pre-panchkarma preparation. Comfort treatments involving steam bath/sauna/oil massages are excluded,\" said Shreeraj Deshpande, head, health insurance, Future Generali.
Similarly Gopalarathnam says, \"We have identified about 40 common ailments for which ayurvedic treatments are prevalent and widely used, which we cover for treatment across any government registered hospitals.\"

Medical officers those who appointed in January 2010, by the order D-3,16425/09,dtd 23/12/2009 DISM, have not regularised yet. Regularised orders have issued for those who appointed before and after the purticular order related to 35 MOs.
It has been 2 years after joining and it is necessary to have regularisation order to declare probation.The official handling the file doesn\'t know what happened.
